A Low-Cost Concept for Targeted Traffic-Safety Enforcement
The manned Portable Intersection Monitor is a concept for a compact, relocatable camera system designed to support police officers conducting targeted enforcement at intersections where pedestrian safety, red-light violations, unsafe turns, failure to yield, or other dangerous driving behaviours have become a concern.
Unlike conventional automated enforcement, the proposed system is intended as enhanced manned enforcement. An officer would observe the roadway and determine whether an offence had occurred. The camera system would provide high-definition video evidence supporting that observation.
The Portable Intersection Monitor could enhance pedestrian safety by making targeted enforcement at problem intersections more effective, visible, and evidence-based. The system would document an approaching vehicle and driver, then continue recording as the vehicle enters the intersection, capturing conduct such as failing to yield, unsafe turns, red- or yellow-light violations, excessive speed, and other behaviour that places pedestrians at risk. Because an attending officer would observe the offence and preserve the relevant video, enforcement could be directed specifically at the behaviour creating the safety problem rather than relying solely on automated detection. The underlying aim is deterrence: repeated, selective enforcement at locations used regularly by the same drivers could encourage safer behaviour and reduce the risk faced by pedestrians, particularly seniors, children, and others who may need more time to cross safely.
The project also proposes before-and-after offence counts so its success could be judged by a measurable reduction in dangerous driving behaviour, rather than by the number of tickets issued.
